Birmingham does not use a private bailiff firm
This is the fact that separates Birmingham from most councils on this list. Council tax enforcement here is carried out by Birmingham City Council's own Revenues Enforcement Service, an in-house team, not an outside company. Birmingham is one of the small number of local authorities with its own Enforcement Conduct Board accreditation for an in-house team, current from June 2025, so there is a genuine oversight record behind that claim rather than it being an assumption. Birmingham also publishes its own Internal Enforcement Agent Policy, which is a stronger source than anything available for most private firms operating elsewhere on this list, because Birmingham is disclosing its own practice rather than BAC inferring it from search data.
What happens if you don't pay Birmingham council tax
The route to a liability order is usually the same nationally: a reminder, a summons, then a liability order from the magistrates, unless payment or an arrangement is agreed first. Once Birmingham has a liability order, its own enforcement service can add fees in three stages, compliance, enforcement, then sale of goods, and Birmingham's own published fee table already matches the current national scale rather than an older one, which is not something every council's page can say. What each stage actually means for entry rules and exemptions depends on the debt type involved and is covered in our council tax bailiffs guide rather than repeated here.
How to pay Birmingham directly
Birmingham's own Revenues Enforcement Collect Portal usually lets you pay a debt in full or set up a payment plan of up to 12 months without further paperwork, or longer if you can provide a full income and expenditure statement. You will normally need the two reference numbers printed on Birmingham's own letters, a 9-digit agent reference starting with 80 and the original council tax account reference. Birmingham also runs a dedicated online form and a phone line, 0121 808 0075, Monday to Friday, 9am to 5pm, specifically for disputing a debt or reporting a change in circumstances at the enforcement stage.
Complaints about Birmingham, and help if you're struggling
Complaints about Birmingham's council tax enforcement usually go through the council's general complaints route, online, by phone on 0121 464 9995, or by post, and from there to the Local Government and Social Care Ombudsman if the matter is not resolved. Because the enforcement team is Birmingham's own staff rather than a separate company, there is no separate firm-level complaints channel to the Enforcement Conduct Board the way there would often be for a private contractor. Complaints about the agents themselves go through the same council route instead, except where the complaint concerns a councillor or a statutory service with its own separate procedure.
Birmingham's own free debt advice page lists Help in Brum, MoneyHelper, Citizens Advice Birmingham, National Debtline and StepChange as services it points residents toward before or during enforcement, rather than a single generic national list.
Frequently asked questions
Does Birmingham use a private bailiff company?
No. Birmingham City Council operates its own in-house Revenues Enforcement Service, accredited by the Enforcement Conduct Board since June 2025, rather than instructing an outside firm.
Are Birmingham's enforcement fees different from other councils?
No, the amounts are set nationally, and Birmingham's own published fee table currently matches the national scale. What can differ is process and contact, covered above, not the fee amounts themselves.
