What happens if you don't pay Harrow council tax

Harrow's own enforcement page sets out the same national shape as every council: a summons if a reminder is missed, then a liability order from the magistrates if the summons goes unanswered. From there Harrow states it can use any of six recovery methods, including bailiffs, attachment of earnings or benefits, bankruptcy, a charging order or committal to prison, rather than moving straight to enforcement. A vulnerability route Harrow states explicitly

This is Harrow's strongest genuinely local fact. Harrow's own page names an Evidence Upload Form, sent out with enforcement letters, for submitting proof of vulnerability, and states plainly that Harrow may consider taking the debt back from bailiffs if there is evidence of vulnerability. Harrow's own definition of vulnerability includes extenuating circumstances such as a recent bereavement, and a physical or mental disability or difficulty understanding English. Few council pages set this out as an operating procedure rather than a general principle, and it is worth using if it applies to you or someone you're helping.

How to pay Harrow directly

Harrow provides its own online payment portal for council tax. Harrow also runs a dedicated Council Tax Hardship Fund, in place since 2020 and updated for 2025 to 2026, offering a discretionary discount to residents in severe financial difficulty, including those affected by recent changes to Harrow's own Council Tax Support scheme. Applying means having already claimed any Council Tax Support and exemptions you're entitled to, and being able to show evidence of income, outgoings and any debt advice already received.
