What happens if you don't pay Liverpool council tax
Liverpool follows the same national route as every council: a reminder notice, then a court summons if the reminder is missed, then a liability order from the magistrates if the summons goes unanswered. Liverpool's own recovery pages describe "our enforcement agents (bailiffs)" without naming a company. BAC's own advertising data fills that gap with real evidence rather than a guess. Of the branded searches combining Liverpool council tax with a named enforcement firm, 269 of 272, 99%, named Jacobs Enforcement Ltd. That is a strong signal rather than a confirmed contract, so treat it as most likely, and check the letter itself for the firm's name before assuming. A route Liverpool actually offers before enforcement
One thing Liverpool states plainly that not every council does: you can ask for an attachment of earnings or a deduction from certain benefits specifically to head off a referral to bailiffs. If you are in work or receiving Universal Credit, Jobseeker's Allowance, Income Support, Employment Support Allowance or Guaranteed Pension Credit, this is worth raising with Liverpool's revenues team before the account moves any further. One accuracy note worth flagging. Liverpool's published fee figures for the enforcement and sale stages have not been updated to the national scale that took effect in May 2026. How to pay Liverpool directly
Liverpool's own online personal financial statement lets you set out your income and outgoings and propose a payment plan, and completing it before the deadline on your reminder is treated as a genuine alternative to a summons. It sits on Liverpool's manageable Council Tax repayments page. If your case has already reached Jacobs, a plan agreed with Liverpool does not automatically cancel one being pursued by the firm, so tell both.
Complaints about Liverpool, and help if you're struggling
Liverpool runs its own three-stage Have Your Say complaints procedure: a first response within 10 working days, a senior officer's review within 20 working days if you're still unhappy, then the Local Government and Social Care Ombudsman. A complaint about the firm's own conduct, rather than Liverpool's recovery decision, can go to the Enforcement Conduct Board instead, which oversees the private enforcement industry.
If affordability rather than conduct is the issue, Liverpool's own Council Tax Support scheme now caps the maximum discount at 84% of the bill, down from 91.5%, with awards capped at Band B level. Separate hardship routes exist through the Crisis and Resilience Fund and the Liverpool Citizens Support Scheme for households in urgent difficulty.
