Manchester names four firms, not one

This is the fact most templated council pages get wrong. Manchester's own enforcement agents page names four contracted agencies working on its behalf: Bristow & Sutor, Jacobs Enforcement, Marston, and Newlyn plc, each with its own address, phone number and website. BAC's own advertising data shows Bristow & Sutor associated with 75% of branded searches combining Manchester council tax with a named firm, 79 of 106, making it the single most likely company for most readers. Notice before a first visit

Manchester states that it sends a letter two weeks before an enforcement agent's first visit, telling you how much is owed. Manchester also publishes its own enforcement agency code of practice, covering both council tax and parking cases, which sets out how any of the four firms should behave and requires each to run its own internal complaints procedure.

How to pay Manchester directly

Manchester's own council tax payment page covers Direct Debit, card and other payment methods, and a Manchester council tax account usually lets you check your balance and set up an arrangement online. If your case has already reached one of the four enforcement agencies, contact that firm directly using the details Manchester itself publishes, rather than assuming the council can still intervene once the case has moved on, except where a genuine dispute about the debt itself remains open.

Complaints about Manchester, and help if you're struggling

Manchester's own complaints process usually runs in two stages: a response from the service, then a further review if you're not satisfied, and after that the Local Government and Social Care Ombudsman. A complaint about how one of the four firms itself behaved, rather than about Manchester's recovery decision, can go to the Enforcement Conduct Board instead.

Manchester runs its own Council Tax Support scheme, amended in 2024 to extend backdating to a full year for both working-age and pension-age claims, which is often worth checking before a case reaches enforcement at all.
