Any of the three can be instructed on a council tax account, so the name on your notice of enforcement is the one that matters, and the matching profile will tell you how that firm tends to operate.

Once referred, you pay the agent, not the council

Wolverhampton is blunt about where money should go after referral: if your account is with an enforcement agent, you must make payments directly to them, which is why the council prints the three firms' phone numbers.
