Which of the three holds a particular account depends on how the council allocates the case, not on anything a resident can predict in advance, so the letter itself is the only reliable guide. Once a case has reached one of them, Enfield's own instruction is to contact that firm directly rather than the council, and a plan agreed with the council beforehand may not automatically carry over unless the agent is told about it separately.

Enfield's reminder sequence before a summons
Enfield sends a first reminder after a missed payment, provided you have not paid late before, and a second reminder if a further payment is missed after that. A third missed payment, or being disqualified from paying by instalments, brings a final notice for the whole year's balance rather than another reminder. Only after a final notice, or after that balance still goes unpaid, does the council seek a summons and, if needed, a liability order. Once an order is granted, Enfield lists the same range of powers most councils can draw on: agreeing a payment plan, taking money from certain benefits or from earnings, instructing an enforcement agent, applying for bankruptcy or insolvency, placing a charge on the property, or applying for committal to prison, though a case does not usually reach the later end of that list except where earlier steps have already failed.
