Merton Council Tax Bailiffs: The Council's Own Team, and What Happens Next

Merton sends its own agents, not a private firm

Merton is one of the minority of councils that has kept enforcement in-house. Its own bailiffs page describes Merton Enforcement Agents, a collection service run by the council itself, and the same team also acts for neighbouring Sutton, so a Merton-badged agent can be working on either borough's debts. The team covers unpaid council tax, business rates, BID levies and road traffic penalties. What a Merton agent should look like at the door

Merton's page is unusually specific about its agents. They are certificated by the County Court, trained to level 3, wear a uniform carrying the Merton logo, and should show ID, their certificate and a letter of authority if you ask. Each one wears a body-worn camera, and the council says footage is kept for 90 days, which can matter if you later want to challenge how a visit was conducted. The team works seven days a week, from 6am to 9pm, so a weekend call is not by itself irregular.

The costs Merton adds on the way to enforcement

A missed instalment brings a reminder giving seven days to pay. If the account is not put right, a final notice and then a summons follow, with court costs added, and Merton's page states that a liability order adds £115. After that the enforcement fee stages apply, and Merton publishes them at the current scale, including the figures that took effect in May 2026, so the numbers on its page can be checked against a letter with some confidence. Paying an enforcement charge

Once the in-house team holds an account, Merton runs a dedicated pay-an-enforcement-agent-charge service online, linked from its bailiffs page, so payment goes to the council rather than to a separate company's office. The enforcement team itself can be reached on 020 8274 5986, Monday to Friday between 9am and 3pm, by email at EnforcementAgents@merton.gov.uk, or by post to PO Box 63, SM4 5WW. The council says it does not attend to personal visitors about enforcement at the Civic Centre, so phoning or writing first is the practical route.
