Southwark collects council tax with its own agents
Southwark is one of the councils that does not hand council tax arrears to an outside firm. Its own published enforcement policy states plainly that the council uses internal enforcement agents to recover unpaid council tax, business rates and business improvement district levies, under the banner of Southwark Income Enforcement Services. That matters because there is no third-party company to identify from your letter: the agents are Southwark's own staff, working to the council's own written policy, which the council publishes in full rather than leaving to inference.
What happens if you don't pay Southwark council tax
The route to enforcement follows the national pattern. A missed payment brings a reminder, and if it is not paid within seven days the right to instalments is usually lost, with the whole year's balance due after a further seven. A third missed payment triggers a final notice, then court action, where legal costs of up to £95 can be added to the debt. The fee stages and entry rules that apply once the council's agents are involved are covered in our council tax bailiffs guide rather than restated here.
How Southwark treats vulnerable residents
Southwark's enforcement policy is unusually explicit about vulnerability. It states that the council will make every effort to identify vulnerable debtors so their arrears are not referred to an enforcement agent at all, and that where vulnerability comes to light after enforcement has begun, its agent will withdraw and hand the case back to the recovery team. The policy adds that an agent will not proceed where the only person present is, or appears to be, under 16. None of this happens by itself, so telling Southwark about a vulnerability, rather than waiting for it to be noticed, gives the policy its best chance to work.
How to pay Southwark directly
Southwark takes payments and arrangements through its own online forms rather than a single phone line, and its choose-how-to-pay page lists the routes available. Because the enforcement agents are council staff, an arrangement made with Southwark is made with the same body that holds the debt, which can be simpler than dealing with a separate company. If you are on a low income, Southwark's Council Tax Reduction scheme may lower the bill, and its emergency support scheme and Step-by-Step debt service exist for people who need more than that.
Complaints about Southwark, and help if you're struggling
Because there is no outside contractor, a complaint about the agents' conduct goes through Southwark's own corporate complaints procedure rather than to a firm, and the Local Government and Social Care Ombudsman can review the matter once that process is complete. Southwark's own policy points residents toward its Local Support Team, reachable on 020 7525 7434, for benefits advice aimed at pensioners and people in vulnerable situations. Raising money worries with that team early, before a case reaches enforcement, usually helps more than waiting until an agent is already involved.
Frequently asked questions
Does Southwark use a private bailiff company for council tax?
No. Southwark's own enforcement policy states the council uses internal enforcement agents, branded Southwark Income Enforcement Services, to recover council tax rather than instructing an outside firm. Any agent contacting you about Southwark council tax is council staff.
Will Southwark stop enforcement if I am vulnerable?
Southwark's policy says it aims to identify vulnerable residents so their arrears are not referred at all, and that its agent will withdraw and return a case to the recovery team if vulnerability is found later. It is not automatic, so tell the council as early as you can.
